Owner supervision comes up exactly when a family has already decided to order their house from one complete supplier. The logic seems clear: if one company designs, manufactures and builds, why pay somebody else to check it? The answer has two parts. First, this is a duty arising from the law, not an optional extra service. Second, supervision and the builder’s project management are two different roles whose interests are not the same.<\/p>\n\n\n\n

Below are six answers: what the role is, what the law requires, what the work consists of, how it differs from the builder’s project management, who may carry it out and when it adds the most value.<\/p>\n\n\n\n

1. What owner supervision is<\/h2>\n\n\n\n

Owner supervision means the owner has appointed a competent person who monitors the construction and checks whether the work matches the building design, the contract and the requirements of the law. Supervision does not build and does not manage the works; it looks, measures, records and reports. Its client is the owner, not the builder, and that is the whole point of the role.<\/p>\n\n\n\n

The requirement comes from the Estonian Building Code<\/a>, which obliges the owner to ensure supervision over the construction. For a building that needs a permit this generally means engaging a competent supervisor whose details are entered in the building register<\/a>. The local authority states the exact requirement for your own building.<\/p>\n\n\n\n

2. What the law requires and what it means in practice<\/h2>\n\n\n\n

The owner is responsible for the lawfulness of the construction, so the owner must have somebody watching it on their behalf. If the owner holds the relevant competence, they may do it themselves; most families do not. The supervisor signs a contract with the owner, their details go into the register and they are liable for their own work.<\/p>\n\n\n\n

In practice this means three things. The supervisor has to be found and the contract signed before construction starts. They must be given access to the design, the contract and the site. And their remarks have to be read and answered, because a recorded defect that nobody re-checks is only a document. Agree that every remark gets a deadline and a written confirmation.<\/p>\n\n\n\n

3. What the work actually consists of<\/h2>\n\n\n\n

The content is concrete. The supervisor checks whether the materials and products used match the design and carry the required documents. They inspect work before it is covered up: insulation, the vapour barrier, waterproofing, reinforcement before concreting. They follow dimensions and levels, check that the site log is kept and record defects with a deadline.<\/p>\n\n\n\n

Concealed work is the most important part of the role. If a vapour barrier is fitted wrongly or there is a gap in the insulation, it is invisible after finishing and shows up only years later as moisture or a heating bill. That is why the contract has to be in place before the foundation, not once the house is standing.<\/p>\n\n\n\n

4. How it differs from the builder’s project management<\/h2>\n\n\n\n

A good builder’s project manager checks the quality of the work continuously and keeps the site log. That is the builder’s own quality system and it is valuable. But they are the builder’s employee: their task is to bring the project to completion on schedule and on budget. The owner’s representative has one task only \u2014 to see whether the owner is getting what they are paying for.<\/p>\n\n\n\n

The two roles are not in conflict; they complement each other. On our sites there is both a project manager and a site manager, and we work with the supervisor: we give access to the documents, give advance notice of work about to be covered up and answer remarks in writing. 5. Who may supervise and how to choose<\/h2>\n\n\n\n

The work is carried out by a competent person or company holding the relevant professional certificate and registration. The registration can be checked in the register of economic activities<\/a> and the company’s background in the business register<\/a>. Both searches are worth doing before signing a contract, not after.<\/p>\n\n\n\n

When choosing, ask three things. First, how often the site is visited and whether inspection of work about to be concealed is guaranteed \u2014 the frequency belongs in the contract and has to be agreed, not guessed. Second, in what form and how quickly the owner receives a report. Third, whether the supervisor has experience with timber element houses: the concealed work and the moisture regime of a CLT house differ from those of a masonry house. 6. When supervision adds the most value<\/h2>\n\n\n\n

The supervisor matters most at three moments. The first is the foundation and the earthworks, where mistakes are the most expensive to correct and the hardest to see. The second is the work that gets covered up. The third is handover, where recording defects in writing decides what actually gets done before the final payment. The value is lowest when the supervisor is engaged late and visits the site rarely \u2014 then the role is a formality that fills a register entry but protects nobody.<\/p>\n\n\n\n

Owner supervision, state supervision and expert assessment<\/h2>\n\n\n\n

These three are often confused. The owner’s supervisor represents the owner on site throughout the build. State supervision is the power of the local authority and the state to check that construction complies with the requirements; it is not a service the owner orders but public authority that may act on its own initiative. An expert assessment is a one-off opinion on a specific question, such as a design or a defect that has appeared.<\/p>\n\n\n\n

State supervision does not replace the owner’s own supervision, and the reverse is equally true. In the occupancy permit procedure the authority reviews the documents and may inspect; whether the house was built according to the design has to be proven by the owner’s own documents. The site log and the documents<\/h2>\n\n\n\n

The site log is the official chronicle of a build: what work was done, when, in what conditions and by whom. The supervisor checks that it is kept and adds their own remarks. With the acceptance records for concealed work, measurement protocols and material documents it forms the documentation of the house, needed for the occupancy permit and later on a sale.<\/p>\n\n\n\n

Ask for extracts from the site log and the concealed work records as you go, not at the end: if something is missing it is easy to add during construction and almost impossible afterwards.
